I am not 100% certain, but I believe canon Mac will remain at A and McCort will remain at AA. Unless McCort is done using players from Yuri. Otherwise I think the moves you listed look correct based on the new formula results they posted

I heard from CM and McCort and NOTHING IS SET IN STONE

How does this formula work? I would think Lebo would move down before Franklin Regional based on the standings and final records.

It's essentially enrollment and the past 4 years results weighted by the division those results were in. Add those 5 up and get a total number

McCourt will do what they’ve done in the past. Wait till October to roster all their international and Michigan players. They don’t do anything by the rules. Check out their out of state wrestlers and how many days of school they actually attend. It’s a joke

I’m fairly certain rosters have to be in and approved well before that for classification. If not everyone would be doing the same thing.

The astounding thing about the PIHL classifications is they aren't based on a team's submitted roster at all. They are based on looking back at the team's results over the past 4 years. A team could theoretically add 15 AAA freshmen or newly enrolled players, go undefeated for a few years, and that team probably wouldn't move up divisions until after that class graduated.

Perhaps someone can confirm, but McCort was seemingly a somewhat unique agreement allowing the Ukranian player pipeline to run through that school but were bumped up a division as a compromise.

The foreign exchange program has been in place for 30 + years before PIHL

They haven't had any for a while now. Canevin used to be where all of Yuri's imports went, but they switched to McCort a while back.

The problem is, the players visas state that they are coming here for school, not hockey (even though everyone knows they are mainly coming here for hockey). Therefore PIHL can't legally stop them from playing year one like other players who move to the area for hockey. Therefore, the agreement between McCort and PIHL is that as long as they are rostering imports they have to play up a level. McCort by the numbers should be in A for the last handful of years at least, but always end up in AA.

I’m pretty sure the rule is from what I heard if they have 3 f1 visa players or more they have to move up a division. So theoretically they could have 2 this year and remain in A.
