I’d have to think it went like this if the above tiebreakers are accurate. McDowell gets the 7th seed over North Hills and Greensburg Salem based on least number of penalty minutes. The tiebreakers reset for selection of the 8th seed. North Hills gets the 8th seed based on their win in the head to head competition with Greensburg.

North Hills has a PIHL middle school team, but also has an independent middle school team comprised mostly of 07 by with some additional 08 by to round out the roster. I guess different organizations are taking different approaches based on the what suits their program best.
