This does not pertain to foreign students who have been approved by USA Hockey Is the student a billet, living with somebody other than his parents out of state for the purposes of playing hockey? YES/NO Did the student's parents sign over guardianship to the billet family? YES/NO Did Montour submit the paperwork to have this student treated as an exception to the Athletic Intent rule? YES/NO Did PIHL approve the exception paperwork? YES/NO Seems pretty straightforward to me.

No need to. As I've said previously, if you've done it by the rules good for you. If not reap what you sow. See, you seem to mistake me for somebody who cares about which school makes it to the playoffs. All I care is that the rules are followed. Now if you guys come out smelling like roses on the other end of this you can come on this website and say told you so but I won't lose a minute of sleep. Because I don't care. All I care about is that the rules are followed and are appropriately applied.

This. The kid went 9-1. Montour should probably not be playing A hockey with that kid. If they did it legally, good for them, they are one of the favorites in A. If not, they should garner no sympathy and do it correctly next year.

I think you can be a billet and attend the school. I believe billet means temporary housing and unless his parents signed over guardianship making the housing permanent, he's technically considered a billet. I could be wrong though.
