Sorry I just don't understand. 

It passed through the committee (smaller portion of the house) meaning now if it gets put on the house agenda it will have to be passed by the entire house.  At the same time it will have to go through the same process on the Senate side and both House and Senate will have to vote for it as a whole with over 2/3 majority each to keep the governor from vetoing it.

No, This does not mean a 2/3rd vote. All this did was allow it to be voted on. It was a committee that voted yes 28-5 to send it to the house to be voted on. I know it’s confusing, typical politics. In short - now it’s “official”, the house can vote on it.

The legislature is made up of the House and the Senate. The bill passed the House committee. Then it goes to the Senate for a vote. The 2/3 is needed to avoid a veto by the Governor.

This bill was in committee. There are lots of committees. 

It takes time to make laws. It's the legislative process.

This bill only applies to school districts, to let them decide whether to have sports.
